FEMA has already been part of this. They have offered whatever support we need. Texas is not Louisiana. You won't see that breakdown occurring here.

The mayor of New Orleans (signing up as a Democrat two days befor you run for office doesn't count, especially when you continue to endorse extreme right-wing candidates) and almost all of the parish officials are Republicans.
The governor of Louisiana is still waiting for the 500 buses that were supposed to arrive in New Orleans on August 29--August 30, at the latest. Louisiana officials are still waiting for the ice, while it continues to sit in trucks in Maine and Idaho. It wasn't state officials who told the Red Cross, volunteer aids, and animal rescuers that they couldn't enter New Orleans. Jefferson Parish officials are still waiting for FEMA to "remember" the contract it signed with the parish during the Hurricane Pam tabletop exercise. People are still waiting for the military rations from the UK that the FDA has sitting in trucks.
Fact-checking is such a drag, I know.
