I wouldn't call it a lie--they're off by only 80%

The White House push to retain and "strengthen" the Patriot Act includes the often-repeated claim that of more than 400 terror suspects, half have been convicted. That would be 200. What the White House doesn't say is that of those 200, only 39 have been convicted of crimes related to terrorism or national security. The other 161 were convicted of things like making false statements of violating immigration law.
